Water shut off for frozen burst pipes.

Thanks to those involved with shutting off water when pipes were frozen from last weeks temps. Truly appreciated.
any reason why we weren't notified that they had?
we were lucky as it was only external mains but we wouldn't have even known except for my kids stopping by this past weekend.
probably wouldn't have know till spring 
know there were over 150 properties with same issue. If damage was/is internal could have created mold issue.
again , thankful for the help but concerned about the lack of communication.
