Home Elevation and the City of OC

Can someone please tell me why my customer is espressing to me that the City office is giving him a hard time on elevating his pre-firm OC home??? Isn't that what the state and the fed govt is stressing homeowners to do?? Why isn't the city helping to make it a LESS stressful situation? Someone please help me to understand...
